Proposition 21, which passed in 2000, called for harsher punishments for youth charged with gang-related felonies.

It also called for the death penalty to be sought in gang-related murders and for indeterminate life sentences for home invasions, robbery, carjacking, witness intimidation and drive-by shootings.

A new crime for recruiting gang members was put into effect and authorized wiretapping for gang activities.

The proposition passed with 62 percent support by voters. The requirement of the proposition calling for youth to be tried as adults in court for some of the crimes was overturned in 2001 by a California court.
